自从美国指控越南成为假货集散地以来,为了化解美国总统川普威胁开征 46% 关税的压力,越南政府已展开打击假货行动,部分目的就是向美方展示其回应态度。
Since the United States accused Vietnam of becoming a hub for counterfeit goods, the Vietnamese government has launched a crackdown on fakes—partly to show Washington it is responding—aiming to defuse President Donald Trump’s threat of a 46 percent tariff.
假货街市骤然沉寂
河内旧街、胡志明市西贡广场曾是“潮人”淘货天堂,假冒香奈儿 T 恤、路易威登手袋、耐克运动鞋堆满货架,价格从不超过四十美元。
Hanoi’s Old Quarter and Ho Chi Minh City’s Saigon Square were once paradise for trend-hunters, with shelves piled high with fake Chanel T-shirts, Louis Vuitton handbags and Nike sneakers—never costing more than forty dollars.

But after Washington branded Vietnam a transit hub for counterfeits and threatened to slap a 46 percent punitive tariff on Vietnamese goods in early July, the situation changed overnight.
政府高调出手,整条街的卷帘门同时落下,西贡广场半数摊位关停,往日喧嚣顷刻归于寂静。
Authorities swooped in: entire streets pulled down their shutters in unison, half the stalls in Saigon Square closed, and the once-raucous scene went silent in an instant.
店主“花”在老城区经营假冒耐克与北面十年,如今被迫歇业,“顾客都知道买的是仿品,从来没人喊我骗人,可我也不知道该怎么再开门。”
Hoa, a shopkeeper who had sold knock-off Nike and The North Face goods in the Old Quarter for ten years, was forced to shut down. “Customers always knew they were buying replicas—no one ever called me a cheat. But I have no idea how to reopen,” she said.
仅今年前五个月,市场监管部门已查扣七千余起假货,总值逾八百万美元,其中包括一千只假劳力士手表及成堆马歇尔音箱、维生素、化妆品与糖果,许多商品外包装写着“越南制造”,实则源自中国。
In just the first five months of this year, market inspectors seized more than 7,000 cases of counterfeit goods worth over US$8 million, including 1,000 fake Rolex watches and piles of Marshall speakers, vitamins, cosmetics and candies; many packages bore “Made in Vietnam” labels but actually originated in China.
全面整治意在安抚美国
越南是全球成衣、鞋履代工重镇,今年前五个月对美出口仍居首位。
Vietnam is a global powerhouse for garment and footwear manufacturing, and in the first five months of this year it remained America’s top supplier.
为了避免高额关税重创主力市场,工贸部四月要求各地严查原产地标识,公安部同步展开三个月清剿行动。
To avoid crippling tariffs on its main market, the Ministry of Industry and Trade in April ordered localities to tighten country-of-origin checks, while the Ministry of Public Security launched a concurrent three-month purge.
政府官员公开表示,此举既为规范零售、改善营商环境,更是向华盛顿递交“诚意声明”。
Officials stated publicly that the campaign not only regulates retail and improves the business climate but also serves as a “statement of sincerity” to Washington.
新加坡学者阮克江指出,越南希望借此展示配合姿态,换取美方在谈判桌上的缓和立场。
Singapore-based scholar Nguyen Khac Giang noted that Hanoi hopes the gesture will demonstrate cooperation and win a softer stance from the United States at the negotiating table.
然整治风暴波及底层生计:大量摊贩靠售假为生,被迫关门后难以转型;消费者失去廉价“名牌”选择,也流露无奈。
Yet the crackdown has hit grassroots livelihoods: countless vendors who depended on counterfeit sales have been forced to close and struggle to reinvent themselves, while consumers—deprived of cheap “designer” options—voice their frustration.
“只有超级富豪才买得起真货,”陈黎芝苦笑,“可我们总得穿点好看的衣服吧。”风声未歇,关税阴影将至,假货江湖与国家大局之间的角力,仍在四处拉锯。
“Only the super-rich can afford the real thing,” Tran Le Chi said with a wry smile. “But we all need something nice to wear.” The storm has not passed, the tariff cloud looms, and the tug-of-war between the counterfeit underworld and national interests continues on every front.
